"Remember Philly!" means how the protagonist sees his theories come to life in this zombie virus in his hometown of Philadelphia. It is his hometown. It is no longer the Philly he remembers. This movie tagline functions like 'remember me' does in reminiscing of a past event.
Philly is no more. This city went into flames. We can say remember Philly as it once was before the zombies destroyed this historic city. It's like Remember the Plague! Or Remember 1906!
